DGVCL in most of Surat, Torrent Power in part of the city
DGVCL describes its supply area as south Gujarat's districts with Surat listed as except part of Surat city. That part is Torrent Power's licence area. Two shops on the same road can sit on either side of the line, so the only reliable check is the company printed on your bill.
The company on the bill receives your application, issues the meter estimate and inspects the plant. DGVCL keeps its rooftop rules, nodal officer list and meter specifications on its Solar Power page. Torrent's Solar Guide page gives the Surat contacts once you pick Surat as the city. Torrent calls its high tension category HTMD-1; DGVCL bills the same kind of load as HTP-I.
Textile market buildings on Ring Road
A typical Ring Road market is several floors of small shops and trading offices, each with its own meter, plus godowns, lifts, corridor lights and water pumps. Fans, AC and display lighting run while the market is open, which is close to the solar day. The trouble is that one terrace cannot be shared out across all those meters under today's rules.
So the realistic project is the market association's common meter: lifts, corridors, signage, pumps and security lighting. A trader who owns or controls a defined part of the terrace can also connect a small plant to his own shop meter, with the association's written approval. GERC's 2026 draft has group and virtual net metering, which would let one plant credit many shops, but it is still a draft. If your association is planning a big plant on the hope of that, wait for the final regulation.
Diamond offices in Varachha, Mini Bazaar, Mahidharpura and DREAM City
Assorting and grading rooms run strong, steady lighting and AC for the whole day shift, and daytime use like that is what solar suits best. Many of these offices sit in commercial buildings with shared terraces, and some are rented. GERC allows rooftop solar on rented premises; what you need is the owner's written consent and the association's say on terrace space.
In DREAM City at Khajod, the large diamond-trade office complex is a single integrated development. Any rooftop plant there would be a building-management decision for the common load, not something an individual office can arrange.
Business streets in the west and south of the city
- Athwa, Ghod Dod Road and Parle Point: office complexes, banks, hospitals and restaurants. Parts of this belt may be on Torrent, so confirm the licensee before asking for quotes.
- Vesu, VIP Road and Piplod: newer complexes with showrooms, hospitals, coaching institutes and hotels. Terrace rights may already be written into the association's bye-laws, so read them before you plan.
- Adajan and Pal: complexes with clinics, coaching classes and shops across the Tapi. Many units are rented and small, which suits a modest system on one shop's own connection where the terrace allows it.
- Majura Gate and Udhna Darwaja: older office complexes, banks, hospitals and textile trading offices. Larger offices here are often on LTMD, where only the 7 am to 6 pm part of your use counts against solar.
How Surat bills settle solar units
Under GERC's rules, a Non-RGP shop nets solar against all its use over the billing cycle, while LTMD offices net only against 7 am to 6 pm use over the cycle and HT buildings within the same day's 7 am to 6 pm. Leftover units are bought by the power company at a lower rate, not banked.
If your market or office shuts one day a week and you are on LTMD or HT, ask the installer to size the plant with that closed day in mind. Plants up to 10 kW skip the technical feasibility study under the 2024 amendment. Businesses get no PM Surya Ghar subsidy; for accelerated depreciation, check with your CA.
Flood water, monsoon rain and salt
The Surat Municipal Corporation's disaster plan records that the August 2006 flood hit about 128 sq km of the city's 326 sq km. In buildings near the Tapi or in low-lying areas, keep the inverter, distribution boxes and any battery on the terrace or an upper floor, not in a ground-floor meter room. Make sure structure feet do not block terrace drains in the monsoon. Near Dumas and the coast, ask for corrosion-resistant structure and fasteners. If you want, we can connect you with one checked installer who works in your part of Surat.
