An estate inside the city
Unlike newer estates on open land, Pandesara now sits inside Surat's urban spread, with Bhestan and Udhna on its edges. GIDC's estate table for October 2026 lists 1,085 plots of all types covering about 170 hectares of plot area, 1,027 of them allotted, and marks the estate Saturated. An older MSME-DI district profile (GIDC data from around 2010-11) counted 782 units in production.
So the land is almost fully used, and there is no spare ground to put panels on. For nearly every unit in Pandesara, solar means the roof or nothing. That makes a careful roof survey worth more here than in an estate with open yards.
Why processing mills suit daytime solar
A textile processing mill heats water and fabric with boilers, but almost everything else is electric: circulation pumps, jet dyeing machines, stenter fans, compressors, effluent pumps and lighting across a deep shed.
Those loads are on through the working day, so a roof system on a busy mill should rarely produce more than the mill uses at the same moment. That matters because GERC sets off solar for LTMD and HT consumers only within 7 am to 6 pm, and spare units are not carried forward.
- Check whether you are on LTMD or HTP-I; the settlement rule differs (billing cycle versus the same day).
- If you have a ToD or smart meter, the midday discount slightly lowers what solar saves at noon; the installer can model it.
- Night processing stays on the grid, so do not expect the bill to vanish.
Chimneys, tanks and shade
Mill roofs in Pandesara are busy. Boiler and thermic fluid heater stacks rise above the sheds, and there are overhead tanks, exhaust fans, ducts and skylights. A tall stack throws a long shadow in winter mornings, and shading even part of a string drags down the output of the panels wired with it.
Ask for a shade study that walks the roof at several times of day, not a plan drawn from a satellite image. Good layouts here leave a clear band around each stack, keep panels off skylights, and split strings so one shaded patch does not cost the whole row. Soot from stacks also settles on glass, which adds to the cleaning schedule.
When the roof is smaller than the load
A big processing mill can draw far more in a day than its roof can ever produce, especially once stacks, tanks and walkways are set aside. That is not a reason to skip solar; it simply means every panel you fit is fully used. Leave clear walkways between rows so cleaners can reach every panel without stepping on sheets.
Gujarat's rooftop net metering rules cover systems from 1 kW to 1,000 kW per project. A mill that wants much more solar than its roof allows can ask the installer to explain captive and open-access options for bigger loads, which follow different state rules from rooftop net metering.
Moist, fume-laden air
GIDC lists common effluent treatment (CETP) facilities in the Sachin and Pandesara estates, and the wet processing behind them keeps the air around dye houses humid and slightly corrosive. Add Surat's long monsoon and you have conditions that rust cheap mounting within a few years.
Specify hot-dip galvanised or coated rails, stainless steel fasteners, and cable trays and junction boxes rated for outdoor, damp use. Keep inverters in a shaded, ventilated spot away from steam vents and chemical stores. Confirm in writing who washes the modules and how often.
Before you call an installer
Gather a year of bills, your sanctioned load, and a rough note of which machines run on each shift. If the shed is rented, get the owner's written consent; GERC's rules allow rooftop solar on rented premises and systems owned by a third party. If several units share one roof, note that group or virtual net metering is not in force in Gujarat (GERC published draft regulations in 2026 that propose it), so each system ties to one meter. If you want, we can connect you with one checked installer who works in Pandesara.
